PEORIA — Some basic details have emerged about the proposed Portillo's restaurant at the outskirts of Westlake Shopping Center as city officials have entered the early stages of reviewing plans for the site.
Though the early plans have been submitted for city review, company officials are remaining closed-lipped about the property, declining to add any additional detail Tuesday.
But those plans themselves, submitted to the city's Development Review Board, offer up additional certainty that the parcel at 4401 N. Sterling Ave. is the one under consideration.
Schematics and drawings from Wisconsin-based R.A. Smith National engineering and Oak Brook-based Jensen and Jensen Architects describe a 9,000-square-foot restaurant with 204 seats inside and seating for an additional 50 patrons in an outdoor dining area. Vehicle entrances and exits are proposed on Rockwood Drive.
The restaurant would be situated toward the back of the property, with the rear of the restaurant facing the property that houses Kouri's Pub, and the drive-through lanes adjoining that parking lot.
The Portillo's chain is famous for its Chicago-style hot dogs, Italian beef and Italian sausage sandwiches.
City development director Ross Black described the preliminary review as "pretty straightforward" thus far and noted that "at this point, everything seems to be in order."
Company officials did not respond to questions on the look of the restaurant — Portillo's themes its restaurants' decor, with interiors designed to conform with the look of past decades — though Black said his understanding was that, "generally speaking, the exterior will be similar to all other recently constructed Portillo's restaurants.
The chain opened sites in Normal and Champaign earlier this year.
The City Council gave approval at its meeting last week for a special-use permitting a payday loan store now on the site to move down the road to a lot across from the Glen Hollow shopping plaza. Members of the city's Planning and Zoning commission had been told that such a move would permit Portillo's to locate at the site.
The council will hold a public hearing Nov. 14 about whether or not to establish a Special Service Area on the property, assessing an additional 1 percent sales tax on food served there in order to cover construction costs for the new facility.
